Document Description
This project will finalize development for and demonstrate a direct current fast charging system (FreeWire Boost Charger) for electric vehicles at two Bay Area gas stations, one of which is located in a disadvantaged community. One of the demonstration sites will further leverage on-board battery storage to combine grid-down DC fast charging with full microgrid integration and controls. In addition, this project will reduce energy costs through peak demand reduction and demonstrate ability to operate critical site loads for at least two hours. FreeWire will demonstrate the Boost Charger+ technology (Phase 1) at a BP-owned AM/PM location in Fremont, and the Boost Charger 2.0 (Phase 2) at Western States Oil in San Leandro.

Reasons for Exemption
The agreement will entail two demonstrations of the proposed direct current fast charging systems at existing commercial refueling stations, one in San Leandro, CA and one in Fremont, CA. The two demonstrations will involve installation of surface conduit, installation of a pad/guard poles where the EV charger will be installed, and/or minor trenching to install conduit underground or underneath the existing pavement. These demonstrations constitute minor alteration of existing facilities, involving negligible or no expansion of use, and therefore, the project is exempt under California Code of Regulations, title 14, section 15301, Existing Facilities. In addition, this project consists of installation of small new equipment in small structures and minor alteration of land to install conduit. Therefore, this project is exempt under California Code of Regulations, title 14, section 15303, New Construction or Conversion of Small Structures and California Code of Regulations, title 14, section 15304, Minor Alterations to Land.
