Document Description
The proposed project would construct an auxiliary lane on WB SR-237 between North First Street and Zanker Road in San Jose, from PM 7.0 to PM 8.0. The purpose of the project is to improve traffic operations and relieve traffic congestion in the WB direction of SR-237 to reduce peak hour delays and the potential for traffic accidents. The project is needed because the existing three-lane WB traffic within the project limits has recurring traffic bottlenecks during peak periods,causing traffic delays.

Reasons for Exemption
Due to utility conflicts and results of the traffic operations analysis showing no improvements for the Build Alternative, the Project Development Team identified the No-Build Alternative as the preferred alternative. Under the No-Build Alternative, there would be no changes to WB-237 between North First Street and Zanker Road. Caltrans has determined the No-Build Alternative would have no significant impact on the human environment, and thus, is exempt from CEQA.
