Document Description
Waste Discharge Requirements permit the City of St. Helena to treat an average dry weather flow of up to 0.5 million gallons per day. Discharge to the Napa River is prohibited from June through October each year. During wet weather, discharge to the Napa River is only permitted if the river-to-effluent flow ratio is at least 19:1.
