Document Description
Metro, in partnership with the City of Los Angeles, is proposing to implement the speed and reliability improvements identified in Metro's NextGen Bus Plan (Plan). The proposed Project improvements identified in the Plan consist of three elements: 1. Expansion of Transit Signal Priority (TSP) to cover all Tier One bus corridors through the purchase, as well as installation, of TSP transponders for all Metro buses that do not currently have them and the installation of new TSP infrastructure on all Tier One bus corridors; 2. The design and construction of new bus-only lanes and other transit priority improvements along up to 80 lane miles on the highest frequency corridors in the city of Los Angeles; and 3. The purchase and installation of bus mobile validators (BMVs) for fare payment to enable all-door boarding (ADB) on the Tier One and Tier Two networks.

Reasons for Exemption
PRC Section 21080.25 exempts from CEQA: (1) transit prioritization projects, which include signal coordination, signal timing and signal phasing modifications, the installation of wayside technology and onboard technology, and the installation of dedicated transit or very high-occupancy vehicle (6 or more occupants) lanes as well as shared turning lanes; (2) projects for the designation and conversion of general-purpose lanes or highway shoulders to bus-only lanes for use either during peak congestion hours or all day; and (3) projects for the institution of new or an increase in existing bus rapid transit, bus, or light rail service, including the construction of stations on existing public rights-of-way or existing highway rights-of-way. The proposed project meets the definition of a transit prioritization project as defined in PRC Section 21080.25 (a)(7). The proposed Project would also be exempt pursuant to PRC Section 21080.25(b)(4) because the proposed improvements would include the design and construction of new bus-only lanes along public roadways in the city of Los Angeles.
