Document Description
The JCSD Well No. 13 and 17 Wellhead Treatment Project is in the northwest portion of the Jurupa Community Services District (JCSD), in the City of Jurupa Valley, County of Riverside. Specifically, the Project is located at 10987 Philadelphia Avenue (Well No. 13) and at 3221 De Forest Circle (Well No. 17) in the City of Jurupa Valley. The purpose of this Project is to install resin adsorption treatment systems at the existing well sites to remove polyfluoroalkyl substances (PFAS) from the groundwater pumped by Well Nos. 13 and 17. Improvements at Well Nos. 13 and 17 include the construction of concrete foundations for the treatment equipment, and water pipelines to connect the treatment equipment to existing JCSD water pipelines. The treatment system that will be installed at each well site consists of two (2) fil-trek filters, four (4) resin treatment vessels, and above and below ground piping to connect the system components. The treatment vessels are 12-feet in diameter and, including the concrete foundation and piping above and below the tank, are approximately 16-feet tall. All project-related work will be done at the well sites. Since well sites are currently paved, no vegetation removal is required.

Class 1 Exemption – Existing Facilities (§15301(b)).The project is categorically exempt from CEQA under the Class 1 exemption set forth in State CEQA Guidelines §15301, which exempts the “… operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. … The key consideration is whether the project involves negligible or no expansion of use.” CEQA Guidelines §15301(b) identifies “Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.”
