The project consists of minor public or private alterations in the condition of land and/or vegetation which do not involve removal of healthy, mature, scenic trees, and consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in serious or major disturbance to an environmental resource, and is listed as "soils and engineering tests" and Percolation tests" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR section 15300.4.
