implementing restoration treatments across approximately 1,200 acres through hydrologic restoration of Swain Meadow, as well as meadow, aspen stand, and upland forest restoration through conifer removal. The forest thinning and hazardous fuels reduction activities have independent utility from the meadow restoration and are
statutorily exempt from CEQA pursuant to Public Resources Code Section 4799.05.
