Document Description
The District proposes to install solar energy arrays on an elevated carport-like structure (Structure A) at Stowers ES. Structure A would be installed as an elevated shade structure at the southern portion of the campus at the playfield adjacent to the playground structures and would consist of 384 photo-voltaic (PV) modules tilted at a 7-degree angle. Structure A would be a minimum of 10-foot high and comprised of metal columns and beams supporting array panels. The solar system would have the direct current (DC) system size of 161.280 kilowatts (kW). Approximately 630 feet of conduit would be installed through directional borings from the solar array through paved lots around the western campus buildings to an existing electrical equipment box between the northernmost and westernmost school buildings adjacent to the parking lot. The project would also provide underground conduit for installation of car chargers in the future. However, Installation of car chargers require additional funding and would not be installed at this time. The District and general community will benefit from a reduction in energy consumption and reduced energy costs.

Reasons for Exemption
The project involves the construction of solar energy panels on an elevated structure. The proposed solar array will not result in an increase in student capacity or an expansion of existing use. No off-campus improvements will occur. Existing use of the facility as an elementary school will stay the same under the proposed project. Therefore, the project is exempt from CEQA under Sections 15301, 15303, and 15314. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
