Document Description
ABC Unified School District proposes to install two solar energy arrays on elevated carport-like structures (Structures A and B) at Melbourne ES. The carport-like structures would be approximately 10-foot high and comprised of metal columns and beams supporting array panels. Structure A would be installed over an asphalt court behind the school buildings on the western side of the campus and consist of 144 photo-voltaic (PV) modules tilted at 7 degrees angle. Structure B would be located over the grass field along the asphalt court to the southeast of Structure A and would consist of 126 PV modules tilted at a 7-degree angle. The solar system would have a total direct current (DC) system size of 113.400 kilowatts (kW), 60.480 kW for Structure A and 52.920 kW for Structure B. Approximately 289 feet of conduit would be installed by directional borings from the solar arrays through asphalt court to an existing electrical equipment box next to school buildings on the west side of the campus. The project would also provide underground conduit for installation of car chargers in the future. However, Installation of car chargers require additional funding and would not be installed at this time. The District and general community will benefit from a reduction in energy consumption and reduced energy costs.

Reasons for Exemption
The project involves the construction of solar energy arrays on elevated structures. The proposed solar arrays will not result in an increase in student capacity or an expansion of existing use. No off-campus improvements will occur. Existing use of the facility as an elementary school will stay the same under the proposed project. Therefore, the project is exempt from CEQA under Sections 15301, 15303, and 15314. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
