Document Description
The purpose of this Agreement is to fund the development of liquefied gas electrolytes for their use in Li-ion cells with superior performance metrics compared to the state-of-practice. Development will focus on utilizing a graphite anode, high-nickel cathode, and demonstration of high cell safety and recyclability with a focus on their use in energy storage system (ESS) or electric vehicle applications.

Reasons for Exemption
Cal. Code Regs., tit. 14, § 15301 provides that projects consisting of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. No permitting is required for this project; activities are being conducted in an existing facility. Therefore, the project falls within section 15301 and will not have a significant effect on the environment. Cal. Code Regs., tit. 14, sect. 15306 consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. The project involves the development and laboratory testing of liquefied gas electrolytes for their use in Li-ion cells with superior performance metrics compared to the state-of-practice. This work will not result in a serious or major disturbance to an environmental resource and testing activities are being conducted at an existing facility. For these reasons, the proposed project will have no significant effect on the environment and is categorically exempt under section 15306.
