The applicant, Blue Lake Organics, is requesting approval of a Major Use Permit for one (1) A-Type 3 medium outdoor and one (1) A-Type 3B medium mixed light commercial cannabis cultivation licenses in four phases (over five years), and one A-Type 13 ‘self distribution’ license to allow legal transportation of cannabis to and from the site. Phase I (year one) would consist of 20,000 sq. ft. of outdoor canopy. Phase II (year two) would add 10,000 sq. ft. of outdoor canopy. Phase III would occur in year 3, 4 or 5 and would consist of 22,000 sq. ft. of greenhouse cultivation. Phase IV would occur in year 4 or 5 and would place a 40’ x 70’ building on site for use as a drying and processing building. Lake County Zoning Ordinance, Article 27, subsection (at) in part regulates cannabis cultivation in Lake County. The 46+ acre properties are large enough to support these cannabis licenses; 20 acres per license is required. The applicant is not within an exclusion overlay district. The applicant is pre-enrolled with the Regional Water Board. The applicant must meet all applicable local, state and federal requirements for cannabis cultivation.
