Document Description
The project as approved by CDFW with adoption of the Final Initial Study/Mitigated Negative Declaration (IS/MND) includes construction, operation and maintenance, and future decommissioning of eight new wind turbine generators. In addition, a new free-standing permanent meteorological tower, electrical collection system upgrades, and permanent access roads will be constructed and remain for the life of the project. The new facilities will be decommissioned at the end of their estimated 30-year useful life (2053). The total overall potential ground disturbance is 98.0 acres. The 98.0 acres include 18.2 acres of permanent and 79.8 acres of temporary disturbance. Construction of the project is anticipated to begin in mid-2021 and be completed in approximately 16 months.
CDFW’s approval of the project under the Fish and Game Code includes the issuance to Mesa Corp of an incidental take permit (ITP) under the California Endangered Species Act and the execution of a Lake and Streambed Alteration Agreement (LSAA). ITP 2081-2019-048-06 authorizes incidental take of Mojave desert tortoise (Gopherus agassizii) subject to various conditions of approval. LSAA EPIMS-RIV 16205-R6 authorizes impacts to 24 drainages during construction.
