The California Department of Water Resources (DWR) and Los Angeles Department of Water and Power (collectively Licensees) own and operate South State Water Project Hydropower (Project), Federal Energy Regulatory Commission (FERC) Project No. 2426. The Project is an existing hydroelectric project consisting of hydroelectric facilities, access roads, maintenance areas, recreation areas, rights-of-way, and other supporting facilities. The Project is part of a larger water storage and delivery system, the State Water Project (SWP), which is the largest state-owned and operated water supply project in the United States. The Project is located along the southern end of the West Branch of the SWP in Los Angeles County, California, between the towns of Castaic and Gorman. On March 16, 2022, the Licensees requested an amendment to the Project water quality certification (certification). The amended conditions for certification include changes to Condition 3: Minimum Instream Flows; Condition 5: Ramping Rates; Condition 6: Large Woody Material Management; Condition 7: Gravel Enhancement; and associated rationale.
