Document Description
The purpose of this project is to conduct the necessary equipment and process upgrades to recommission the Encino Microfiltration Plant (MFP). The Encino MFP is intended to operate as an unmanned facility. A DWSP (Domestic Water Supply Permit) amendment was added in order to increase operation from 6.5 million gallons per day (10 cubic feet per second) to 10 million gallons per day (15 cubic feet per second). The Encino MFP will be used as a stand-by source to be utilized only in the event of elevated reservoir levels. Department of Drinking Water (DDW) has also indicated that it may allow a temporary chlorine-chloramine interface zone during emergency operation of the microfiltration plant when reservoir elevations need to be controlled. Scope of Work: The operational upgrade is a replace in kind of the existing filter membrane. The Encino MFP consists of Caustic and Sodium Bisulfite metering systems. These systems fall under the Clean in Place categorization. The existing Ammonia Treatment system will not be utilized at this time. Relevant Work will include: repair and maintenance of the air compressor, dehumidifier system, the Caustic Chemical Storage and CIP metering system, the citric acid Chemical Storage and metering system and the caustic CIP recirculation pump. Work will also include recovery of membrane modules, replacement of mechanical seals, and demolition of existing skid mounted filter modules. Project Construction is expected to begin in March/April of 2021. LADWP has made a commitment to the DDW to have the Encino MFP operational by the end of 2021/middle of 2022.

In accordance with CEQA, it has been determined that the recommissioning of the Encino MFP – with no change to existing use or intent, is exempt pursuant to the Categorical Exemption described in CEQA Guidelines Section 15301, Class 1, Existing Facilities. Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The key consideration is whether the project involves negligible or no expansion of use.
