Document Description
Merced Community College District is proposing to remodel the Merced College Vocational Building. The project area, including construction staging, would be approximately one acre of the existing Merced College campus, located at the northeast corner of M Street and West Yosemite Avenue in the City of Merced. Construction would involve safety improvements such as fire alarms and sprinklers; modification of restrooms and drinking fountains for accessibility; replacement of roof, mansard tile fascia, HVAC, doors, vinyl flooring, and lighting; exterior and interior paint; power and low voltage system upgrades; and removal of toxic substances. There are no ground-disturbing activities within the scope of work. The project would be constructed over an 18-month period. Construction would occur Monday through Friday between 7:00 a.m. and 4:00 p.m. in order to minimize noise impacts in the project area.

Reasons for Exemption
Class 1 exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project involves the repair and minor alteration of an existing building. The project includes safety improvements such as fire alarms and sprinklers; modification of restrooms and drinking fountains for accessibility; replacement of roof, mansard tile fascia, HVAC, doors, vinyl flooring, and lighting; exterior and interior paint; power and low voltage system upgrades; and removal of toxic substances. There are no components of the project that would expand the use of the building. The project does not meet any of the exemption exceptions specified in Section 15300.2 in that there is no appreciable cumulative impact associated with the project; the project would not have a significant effect on the environment due to unusual circumstances; the project will not result in damage to scenic resources; the project is not located on a hazardous waste site; and the project will not cause a substantial adverse change in the significance of a historical resource.
