Document Description
Santa Clara Valley Water District (SCVWD) is a State Water Project (SWP) contractor as well as a Central Valley Project (CVP) contractor. SCVWD receives its SWP supplies from the Department of Water Resources of the State of California (DWR) through the South Bay Aqueduct (SBA). Furthermore, SCVWD receives its CVP water from the United States Bureau of Reclamation (Reclamation) from Turnout 59 in San Luis Reservoir through the CVP’s San Felipe Division facilities. SCVWD, Kern County Water Agency (KCWA), and the Department of Water Resources of the State of California (DWR) have entered into two change in point of delivery agreements that allow for storage of SWP supplies in the Semitropic Water Banking and Exchange Program (Semitropic) and for the return of such water to SCVWD (SWPAO Agreements #06011 and #10012). These agreements provide for SCVWD’s stored water be returned to SCVWD by either 1) KCWA retaining this water in exchange for an equal amount of KCWA’s Table A water delivered by DWR to SCVWD, and/or 2) pump-in of this water into the California Aqueduct by KCWA as overall SWP supply in exchange for an equal amount of SWP supply delivered by DWR to SCVWD from the Delta. These agreements do not include provisions to allow SCVWD’s previously stored water in Semitropic to be returned at locations other than the SBA. In order to increase its flexibility during periods when the SBA is not operating at all or only operating at limited capacity, SCVWD is requesting DWR for additional return mechanisms to recover its stored water under SWPAO Agreements #06011 and #10012 (Banked Water) in O’Neill Forebay and/or San Luis Reservoir. These additional mechanisms include allowing Banked Water to be returned into 1) O’Neill Forebay for subsequent delivery by Reclamation to SCVWD via San Luis Reservoir and the CVP’s San Felipe Division facilities, 2) San Luis Reservoir for temporary storage and future delivery into SCVWD service area through the SBA by DWR, and/or 3) San Luis Reservoir for temporary storage and future recovery through the CVP’s San Felipe Division facilities by Reclamation through December 31, 2024. SWPAO Agreements #15017 and #15017-A previously authorized these additional points of delivery through December 31, 2020.
