The scope of work is as follows: replace the sewer piping from the building to the septic tank, remove the existing septic tank and install new septic tank, replace/dispose of the existing asbestos cement sewer pipe from the septic tank to the leach field with a PVC sewer pipe, remove the existing leachfield and install new leachfield absorption chamber system and other incidental work as required. The project is needed to avoid the failure or threat of failure of the facility and to prevent the loss or impairment of life, health, property, and essential public service.
