Document Description
This project will improve water security for Memorial County Park, located in upper Pescadero Creek Watershed, San Mateo County. The goal of this project is to replace the Memorial Park water mainline, Sequoia Flat campground water mainline and distribution pipelines and Wurr Road campground water pipeline which have experienced catastrophic leaks in recent years. The project goals will be accomplished by using open-cut trenching techniques/directional boring to install new HDPE pipelines and fixtures. This project will also help protect streamflow in Pescadero Creek, especially during the summer months when stream flows are at their lowest levels and will protect habitat for native steelhead trout (Oncorhynchus mykiss) and coho salmon (Oncorhynchus kisutch).

Reasons for Exemption
Project Description
This Project focuses on replacing the Memorial Park water mainline (960 feet), Sequoia Flat campground water mainline and distribution pipelines (7,540 feet) and Wurr Road campground water pipeline (1,470 feet). The RCD, San Mateo County Parks, and Storesund Consulting Inc. have created project designs to address the pipeline replacement and meet County Parks need to replace these pipelines for water security and system operations. Project goals will be accomplished by using open cut trenching/directional boring to replace the old lines, improving water security and reducing the chance of catastrophic leaks in the Memorial Park water system.
Class 1 (CEQA State Guidelines, Section 15301)
Section 15301 of the guidelines describes Existing Facilities as consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.
The following bullets list the criteria for projects to meet Categorical Exemption 15301 as described in the CEQA Statute and Guidelines
(d) Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety
The project will replace existing waterlines that have deteriorated and caused catastrophic leaks in the Memorial Park water system. There will be no expansion of use for the Memorial Park water system through this project. The updated pipelines will meet the current standards of public health and safety.
Class 2 (CEQA State Guidelines, Section 15302)
Section 15302 of the guidelines describes of Replacement or Reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
The following bullets list the criteria for projects to meet Categorical Exemption 15302 as described in the CEQA Statute and Guidelines
(c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
The project will replace existing waterlines that have deteriorated within the Memorial Park water system. The new lines will serve the same purpose as the existing lines and will have similar capacity.
