The project is an emergency repair to a public highway to maintain safe essential travel for the motoring public. The project is an emergency because of the high potential for a slide with every rain event. A slide onto the roadway would imperil life and property and cut off local disadvantaged rural communities from vital services such as, health care, food, and education.
