Document Description
The project includes improvements to Burney Water District's Washburn Bue Park, including installation of a joint-use baseball field and soccer field at the existing baseball field in the eastern area of the park, installation of a new gazebo with a stage and covered eating area, installation of roof-top solar panels on the gazebo, installation of a new monument sign and Veteran's Memorial area in the northeastern-most area of the park, installation of a paved walking path in the western areas of the park, replacement of existing fencing, installation of new lighting, and conversion of existing field lights to LED lights. The park entrance would be relocated from Washburn Avenue to Park Avenue. The existing baseball field west of the existing paved access road would be removed and replaced with a paved parking area and covered parking, picnic tables and covered picnic areas, a multi-use concrete court for tennis, pickleball, basketball, etc., a dog park in the northwestern area of the park, and a playground in the southwestern area of the park. Roof-top solar panels would be installed on the covered parking and picnic structures.

Reasons for Exemption
Section 15301 covers the minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features and the demolition and removal of individual small structures. Section 15302 covers the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Section 15303 covers the construction/ installation of limited numbers of new, small facilities or structures; and/or installation of small new equipment and facilities in small structures. Section 15304 covers minor public or private alterations in the condition of land, including grading on land with a slope of less than ten percent that does not involve the removal of healthy, mature, scenic trees. Section 15311 covers the construction or placement of minor structures accessory to existing commercial, industrial, or institutional facilities, including small parking lots. The project is consistent with the categorical exemptions noted above because work would consist of the alteration of existing public facilities, replacement of existing structures and facilities on the same site with substantially the same purpose and capacity, grading on land with less than ten percent slope, construction of new small structures, and construction of a small parking lot.
