Reasons for Exemption
Central San's CEQA Guidelines Section 15302, since it involves replacement of existing sewer pipeline and Section 15061(b)(3) of Central San's CEQA Guidelines, in that the project is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This certainly comes from the limited environmental disturbance produced by a sewer replacement in an existing roadway and the impact-limiting features of Central San's construction requirements.
