The proposed project consists of a new 20,000 square foot plaza with performance stage, trees, and civic art; 8,000 square foot outdoor multi-purpose event space; new splash pad, seating, and shade; and active and passive recreation amenities including fitness zones, revitalized walking and jogging path circuit, shade structures, and seating. Project also includes approximately 8,000 square feet of new landscaping, 60 new trees, and significant public safety and security improvements to lighting, sight lines, ingress/egress, and pedestrian infrastructure.

Reasons for Exemption
The proposed project is categorically exempt under CEQA according to sections 15301 (d)(h), 15303 (d)(e) and 15304 (a)(b), because the project provides for rehabilitation of deteriorated facilities to meet current standards of public health and safety; maintenance of existing landscaping; installation of utility extensions; installation of small new structures; grading on land with a slope of less than 10 percent; and new landscaping which will not involve the removal of healthy, mature, and scenic trees. In addition, based on the proposed project records, it will comply with all applicable regulations, and it is not in a sensitive environment, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
