Document Description
The project will consist of rehabilitating (resurfacing treatment) Various Roads, which experienced damage resulting from the Sulphur Fire, for approximately+/- 7.78 miles within the City of Clearlake. No new roads are being graded or created with this project. The resurfacing lane widths varies from 15 ft. to 30 ft., and the shoulder width varies from 1 ft. to 4 ft. The project does not alter nor change any existing/historical drainage patterns, however there are existing culvert pipes that have been damage and will be replaced. All culverts will be replaced within the existing footprint. All roadways are single lanes in each direction (two-lane roads).

Reasons for Exemption
The Sulphur Bank Road Rehabilitation (resurfacing treatment of an existing roadway) Project qualifies for the Categorical Exemption, Class 1 (c) - Existing Facilities from the California Environmental Quality Act (CEQA) as it is rehabilitating existing roadways that had incurred accelerated damage due to the Sulfur Fire Disaster of 2017. The resurfacing lane widths varies from 20 ft. to 24 ft., and the shoulder width varies from 1 ft. to 4 ft. The project does not alter nor change any existing or historical drainage patterns. However there are existing culvert pipes that have been damage and will be replaced. All culverts will be replaced within the existing footprint All roadways are single lanes in each direction (two-lane roads). The City of Clearlake coordinated with the County of Lake - Water Resource Department for improvement along the waters of Clearlake (lakeward) and since all improvement are greater than one (1) foot above 7. 79 Rumsey, no permits are necessary.
