Reasons for Exemption
The project is eligible for a Class 2 Replacement or Reconstruction exemption as it is consistent with the criteria related to (c) replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity (replacement of electrical switchgear and feeders), and is eligible for a Class 3 New Construction exemption as it is consistent with the criteria related to (e) construction of accessory structures (prefabricated switchgear building). The project does not trigger any of the exceptions to the use of categorical exemptions as it would not contribute to a cumulatively significant impact; result in a significant environmental impact due to unusual circumstances; result in damage to scenic resources; be located on a listed hazardous materials site; or cause a substantial adverse change in the significance of a historical resource.
