Document Description
The proposed project is a request for a conditional use permit for outdoor cannabis cultivation on a 49.45-acre parcel zoned Resources and Rural Development at 4600 Cavedale Road, Glen Ellen. Outdoor cultivation activities are permitted 24 hours per day, seven days a week as needed, although general employee hours and site operations will occur from 7:00 a.m. to 7:00 p.m. All deliveries and shipping activities would be limited from 8:00 a.m. to 5:00 p.m. Monday through Friday, year-round. The project would have a maximum of five (5) employees. The project site would not be open to the public.

Reasons for Exemption
The proposed project is categorically exempt from the provisions of the CEQA Guidelines pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15304 (Minor Alterations to Land) because it involves a minor alteration to the condition of land and vegetation that would not involve the removal of healthy, mature, or scenic trees. The project would involve seasonal cultivation in above-ground pots in an existing cleared area constituting approximately two percent of the property, and no grading, construction of new buildings, or placement of impervious surfaces would occur. The proposed activity is also exempt under the common-sense exemption, Section 15061(b)(3), because it can be seen with certainty that there is no possibility that the activity in question could have a significant impact on the environment. No exceptions listed under Section 15300.2 apply.
