The proposed project is categorically exempt from the provisions of the CEQA Guidelines pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15303(a) (New Construction or Conversion of Small Structures), and Section 15304 (Minor Alterations to Land) as the project is a zoning permit to legalize an already started conversion for the purpose of developing a homesite with associated landscaping.
