- NOE: The proposed project will specifically produce a planning-level feasibility study and preliminary conceptual designs (approximately 10% design level) for a set of actions that may advance (in a later project) to further design and environmental review. Baseline studies conducted as part of this feasibility study and conceptual design work will include evaluations of fish habitat, groundwater, vegetation, cultural resources, and environmental constraints.
