Document Description
The proposed project activities involve maneuvering a geotechnical drilling rig from the Santa Clara River trail (which runs along the northern edge of the Santa Clara River) down an existing ramp into the riverbed. Soil samples will be collected via geotechnical boring (sonic drilling) to a depth of approximately 40 feet at three locations in the Santa Clara River (Exhibits 1 and 2). Boring activities would occur for up to two days per test hole location, for a total duration of six days. Collection of soil samples is necessary to inform the design and construction methods of a future project that will consist of the installation of a 27-inch subterranean sewer line that will cross under the Santa Clara River. Upon completion of geotechnical boring activities, holes will be filled with cement bentonite grout. All soils cuttings that are extracted during geotechnical boring will be placed in 55-gallon drums and removed from the site. A biological monitor would be present during all drilling activities and would identify access routes and drilling locations to avoid potentially sensitive habitat areas.

This project has been determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to the State CEQA Guidelines (Public Resources Code §21080(b)(9); Administrative Code, Title 14, Division 6, Chapter 3, Article 19, Sections 15304 and 15306). SCVSD proposes to drill three exploratory drills to collect soil samples over six days in the Santa Clara River. A biological monitor would be present during all drilling activities and would identify a route to the drilling locations to avoid potentially sensitive habitat areas. The Project would not involve any expansion or other alteration in the Santa Clara River.
