The private portion of the project consists of the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity [Guidelines Article 19, Class 2, Section 15302 (c)]. The portion of the project within the public right-of-way consists of minor trenching and backfilling where the surface is restored (Class 4, §15304).
