Document Description
The California Department of Water Resources (DWR) owns and operates the Devil Canyon Project (Project), an existing hydropower project that includes hydroelectric facilities, access roads, maintenance areas, recreation areas, rights-of-way, and other appurtenant facilities. DWR operates the Project under an existing Federal Energy Regulatory Commission (FERC) license that expires in 2022. The proposed Project is the continued operation of the existing Project in accordance with DWR’s proposed terms and conditions as described in the final license application that was filed with FERC, along with the terms and conditions of the State Water Resources Control Board’s water quality certification for the Project. The proposed Project includes a change in the existing Project’s FERC boundary, resulting in an overall reduction in area that encompasses all existing facilities and lands necessary for operations and maintenance of the Project; the administrative designation of Primary Project Roads currently maintained by DWR used exclusively for accessing Project facilities; addition of an existing lake level gage; and proposed environmental measures including upgrades to existing recreation facilities and other environmental measures.
