Document Description
To remove and replace an existing failing 18-inch-diameter corrugated metal pipe through the left (east) bank levee of the Western Pacific Interceptor Canal with a new 18-inch-diameter steel pipe. The pipe replacement includes installation of an outfall structure with access control gate, an inlet structure with trash rack, an automatic drainage gate, rip rap, facility markers, a gate riser structure with positive closure device, and a steel walkway with guardrails on the landside levee slope to facilitate maintenance of inlet structure.

The project is located just east of the town of Plumas Lake and approximately 1.6 miles southwest of the Hoffman Plumas Road and Hoffman Road intersection at Levee Mile 1.59, in Yuba County.

Reasons for Exemption
The Board determined that the project is categorically exempt from CEQA under the Class 1, Existing Facilities (Section 15301), Class 2, Replacement or Reconstruction (Section 15302), Class 3, New Construction or Conversion of Small Structures (Section 15303), and Class 4, Minor Alterations to Land (Section 15304). The activity consists of permitting existing private facilities and no expansion of existing or former use will occur. The activity consists of replacement of existing structures where the new structure will be located on the same site and will have the same purpose and capacity as the replaced structure. In addition, the activity involves the construction of new, small structures with minor alterations in the condition of the land. Further, none of the exceptions to the exemption in CEQA Guidelines § 15300.2 apply. Please note, the signed NOE is not attached.
