Document Description
The City of Woodlake proposes to remove an existing intersection and construct a single lane, urban roundabout at the intersection of Castle Rock Street and Sierra Avenue, and install curb, gutter, sidewalk and landscaping along Castle Rock Street and Sierra Avenue up to match to existing points. Road improvements will extend 40 feet west along Sierra Avenue, 550 feet east along Sierra Avenue, 195 feet North along Castle Rock Street, and 270 feet south along Castle Rock Street. The purpose of the Project is to improve traffic flow by eliminating the one-way stop-controlled intersection for current traffic volume and also accommodate future traffic for future subdivision development near the intersection. By eliminating a high number of left turns, the roundabout will improve the City’s air quality by reducing emissions, such as ROG, NOX, and PM10 (because of reduced vehicle idle time). The intersection is an existing three-legged intersection with a one way stop for the west leg of the intersection. There is a marked pedestrian crossing for the west leg and the south leg of the intersection. There are existing curb ramps on all sides of the intersection except on the northeast side. South of the intersection there is an existing elementary school. There will be pedestrian traffic going to the school through this intersection. The Project includes demolition of the existing intersection roadway, clearing, and grubbing, of the site, removal of any shrubs, trees, pavement, concrete, and any other material on the site that will need to be removed and cleared in order to construct the Project . The site will then be graded, which includes moving dirt, and cutting and filling areas as needed throughout the Project site. The ground will be compacted in areas where the pavement, curb, gutter and sidewalk are installed. There will be a temporary detour on the street during short term construction stages. The provision of pedestrian crossings on all legs and will be designed to meet ADA requirements. Water valve boxes, water meter box and sewer manholes will be adjusted to grade. Telephone pedestal, fire hydrant, and power poles will be relocated. The maximum area of potential effect is 18 feet in depth. The Project will also include appropriate signing, pavements delineation, landscaping, and lighting. The Project will improve ADA accessibility to the park by adding in ADA parking, and ADA ramps to the park and improving overall accessibility to the park by adding in sidewalk, lighting and parking along the street. Once constructed, the roundabout will benefit the community of Woodlake residents by enhancing both vehicular and pedestrian/bicycle travel, and improve air quality by eliminating long vehicular idling time that generates air pollution due to traffic congestion.
