The project is needed as a June 2020 collision, which resulted in a fire, caused significant damage to the intersection as well as two fatalities. Immediate repair is needed to avoid failure or threat of failure to the transportation system and prevent or mitigate the loss or impairment of life, health, property, and essential public services.
