Document Description
Notice of Exemption pursuant to CEQA Guidelines, Public Resources Code Section 21080.35. The Main Street River Lot Solar project is a series of solar photovoltaic carport systems (PV). The carport is located in the lot within Main Street Facility Site. The entrance to the facility is located at 1630 North Main Street. The site is located near the Interstate 5 Freeway. The scope of the proposed project is to install solar photovoltaic (PV) power system in the existing parking lot in the Main Street River Lot. The proposed solar installation is a series of carports. Columns of the proposed carport will be spaced at 27 foot intervals. This will include single cantilever solar carports with a minimum clearance height of 8 feet, 6 inches, unless specified to the clearance height of 15 feet. Footings of the carport system are 2 foot, 6 inch in diameter. This system is estimated to generate approximately 600kW in capacity. The project is estimated to generate approximately 942MWh of clean, renewable energy annually.

Reasons for Exemption
In accordance with the California Environmental Quality Act, the installation of a solar energy system on the roof of an existing building or at an existing parking lot is statutorily exempt pursuant to Public Resources Code Section 21080.35. This exemption applies in cases where a solar energy project is proposed to be installed on the roof of either an existing building or at an existing parking lot which has been designated and used for parking vehicles for at least the previous two years and does not involve removal of a required or native tree over 25 years old, and associated equipment meets certain size, location and other conditions. The proposal for the Main Street River Lot Solar Carport meets the requirements of the exemption; therefore, no further CEQA review is required.
