Document Description
The LADWP is the Lead Agency for the Stormwater Capture Parks Program. The City of Los Angeles, including the LADWP, Recreation and Parks, and Bureau of Engineering proposes to construct stormwater capture facilities at seven park facilities in the San Fernando Valley. The main goal of the program is to capture stormwater and recharge the San Fernando Groundwater Basin, increasing the local water supply, improve water quality, and reducing flood risk. An infiltration gallery will be constructed at each location in addition to other stormwater capture components such as catch basin inlets, diversion structures, stormwater pipes, desilting basins, bypass vaults, conveyance pipes, cross gutters, overflow channels, hydrodynamic separator units, flow measuring devices, educational signage, and/or maintenance parking lots. Aboveground improvements will also vary at each park, but could include new or replaced baseball fields, trail systems and walking paths, exercise areas, bioswales, landscaping (planting, native planting, irrigation, educational signage), tree replacement plantings, and/or picnic areas. Construction at each location is anticipated to take 18 months (June 2022 to November 2023). After construction is complete, project components will be mainly underground and the park will be usable for recreational purposes. Maintenance and operation activities would occur similar to existing conditions.
The Los Angeles County Flood Control District (District) is acting as a Responsible Agency for the issuance of a use and maintenance agreement. LADWP completed a Mitigated Negative Declaration (MND) for the project in January 2021 and filed the Notice of Completion (NOC) with the SCH on January 7, 2021 (SCH File No. 2021010053). LADWP adopted the MND for the project on September 14, 2021 and filed a Notice of Determination with the Los Angeles County Clerk on September 16, 2021 (County Clerk Filing No. 2021209951).
The District has reviewed the MND and concludes it is adequate for use by the District.
