- Reasons for Exemption
- The City of Fresno has determined that this project is exempt pursuant to 14 California Code of Regulations § 15301 - Existing Facilities. Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Example (b) includes: Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. This project is the placement of a pipeline in an existing right-of-way to allow for bypass to salvage an existing sewer line. The newly placed pipeline will increase by nine inches in diameter over the existing pipeline, but the percentage of increased flow is anticipated to be minimal. The project would result in a negligible expansion of use over the existing pipeline. The project will not have a significant impact on the environment.
