The project consists of the closure of Chavez ES and transfer of Chavez students to Moffitt ES and Morrison ES. There is existing excess capacity at Moffitt ES and Morrison ES to house the estimated projected 302 students transferring from Chavez Elementary School. No onsite or off-site improvements will be needed at either Moffitt or Morrison ES as part of the project. The project will not involve an increase in student capacity and is a result of the declining enrollment currently experienced at the District. The District and educational community will benefit financially from the elimination of excess student capacity.

Reasons for Exemption
The project involves the closure of Chavez ES and transfer of Chavez ES students to Moffitt ES and Morrison ES. Closure of a school is exempt from CEQA under PRC Section 21080.18 where the schools receiving relocated students do not require physical changes to accommodate the transferring students. There is enough excess capacity at Moffit ES and Morrison ES to accommodate students from Chavez ES and no physical changes are required at either receiving schools. No new classrooms or portables are required to accommodate the transfer of students. No new building construction will occur. No changes in the occupancy capacities or square footage increases will occur at either school, and no off-campus improvements will occur. Therefore, the school closure is exempt from CEQA review under PRC § 21080.18.
