The project consists of the closure of Los Coyotes MS and transferring Los Coyotes MS students to Benton and Hutchinson MS. To accommodate the relocation of students from Los Coyotes MS, a temporary modular classroom building will be constructed at both Benton and Hutchinson MS. With the construction of the two classroom buildings, there will be adequate capacity at Benton and Hutchinson MS to house the estimated 326 students from Los Coyotes Middle School. Improvements will occur on campus, and no off-site improvements will be included as part of the project. The District and educational community will benefit financially from the elimination of excess student capacity.

Reasons for Exemption
The project includes the closure of Los Coyotes MS and students from Los Coyotes MS will be relocated to Benton MS and Hutchinson MS. A temporary modular classroom building will be constructed at Benton MS and four classroom buildings will be constructed at Hutchinson MS. Closure of a school is exempt from CEQA under PRC Section 21080.18 where the schools receiving relocated students do not require an expansion of student capacity exceeding 25 % of original student capacity or the addition of more than ten classrooms (Class 14, CCR §15314, Minor Addition to Schools). The transfer of Los Coyotes MS students to Benton MS and Hutchinson requires a total addition of five classroom (1 at Benton and 4 at Hutchinson). The project qualifies for an exemption as the school closure is exempt under PRC Section 21080.18 and the minor improvements needed to accommodate student transfers to Benton MS and Hutchinson MS qualify for a Class 14 categorical exemption.
No off-campus improvements will occur. No changes in facility use would occur; therefore, the project is exempt from CEQA under Sections 15314. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
