Document Description
The purpose of this Addendum is to assess any environmental impact differences between the proposed Gateway Planning Area Rezoning Program (“Project”) and the Final Program Environmental Impact Report (“PEIR”) for the 6th Cycle (2021–2029) Los Angeles County Housing Element Update (Housing Element Update PEIR), adopted in May 2022. The Housing Element Update PEIR was prepared by the County to assess the environmental effects that would result from the implementation of the Revised Housing Element (2021–2029). This Addendum determines whether and to what extent the Housing Element Update PEIR is sufficient for addressing the potential environmental impacts and mitigation measures for the Project. The Project includes four components: 1) the Rezoning Project Component which would make zone changes to Title 22 of the County Code to be consistent with the allowed density under the General Plan Land Use Policy Map; 2) the Upzoning Project Component which would make zone changes and an amendment to the General Plan Land Use Policy Map in order to increase density and avoid spot zoning and/or other land use conflicts; 3) the Alternate Parcels Project Component, which allows for alternate parcels to be available for upzoning if certain parcel(s) in the Upzoning Project Component are determined to be inappropriate for upzoning; and, 4) State-Mandated Inclusionary Zoning Component, which would codify the State-Mandated Inclusionary Zoning requirement for the Gateway Planning Area. The proposed Project is the planning area-specific implementation of the Revised Housing Element Rezoning Program. The Gateway Planning Area Rezoning Program would upzone appropriate parcels to allow for increased dwelling units per acre, in order to accommodate the Regional Housing Needs Assessment obligation, as established in the Revised Housing Element Program 17: Adequate Sites for RHNA.
