Board staff has determined the project is exempt from CEQA under the Class 3, New Construction or Conversion of Small Structures categorical exemption (CEQA Guidelines § 15303), because the proposed activity would construct an access road of reasonable length to an existing industrial facility (a 60-foot-long access road/crossing with three, 87-inch x 63-inch arch metal culverts, headwalls, wingwalls, and rock slope protection).
