The applicant proposes commercial cannabis cultivation operation to allow 75 mature plant or 7,500 ft2 of canopy area located within a 12,000 ft2 existing/legacy garden area on the project property and an A-Type 13 Distributor Transport Only, Self- Distribution. Mr. McCarthy proposes to convert two existing 200 ft2 wooden sheds into a security center and a pesticides and agricultural chemicals storage area that is currently onsite. The total combined cultivation area of the proposed cultivation operation, including the outdoor canopy area and two ancillary structure to total 12,400 ft2. No construction is needed for this property.

Reasons for Exemption
The applicant is using an existing garden within a location previously disturbed by the Mendo-Complex Wildfire. The existing garden with two wooden shed structures will be converted into a security room, and pesticides and agricultural chemicals storage area. In addition, the converted structures are permitted accessory structures and are considered ministerial projects under section 15268. No expanded footprint and minimal construction is needed.
