- Caltrans plans to issue a highway encroachment permit to Southern California Edison for a utility connection that will require trenching and boring under US Hwy 395. Approximately 200' of 3" conduit will be installed connecting pull box structures on opposite sides of the highway. Pull boxes will be installed outside of Caltrans right-of-way.
