The California Department of Toxic Substances Control (D T S C), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20, Section 66270.61, has issued an Emergency Permit to WOES - Dixon (E P A I D# CAT080012602) to transfer hazardous waste from a tanker truck into another truck and/or containers.
The hazardous waste is used oil that was determined to have ignitable hazardous characteristics upon arrival and prior to acceptance, at the WOES - Dixon facility. The hazardous waste arrived in a transport truck that does not meet standards for transport or storage of ignitable hazardous waste. The waste is to be repackaged into an approved truck and/or container. Once the hazardous waste is transferred, it will be transported offsite to an authorized facility, World Oil Recycling located in Compton, California, for treatment, storage, and/or disposal.
This action is necessary to properly disposed of at an authorize RCRA disposal facility consistent with Class 30. DTSC has evaluated whether any of the exceptions to the categorical exemptions apply to this project, as described in Public Resources Code Section 21084(c), (d), and (e), and 14 CCR Section 15300.2. DTSC has determined that no exceptions to the categorical exemption apply to this project. The hazardous waste used oil will be removed from the site once repacked into a DOT truck and/or approved container and shipped to a lawfully permitted destination.
