Reasons for Exemption
The proposed development occurs within city limits on a project site of no more than five acres (0.58 acre) and is substantially surrounded by existing residential and commercial land uses. The project site has no value as habitat for endangered, rare or threatened species; approval of the project will not result in any significant effects relating to traffic, noise, air quality, or water quality. Additionally, the site can be adequately served by all required utilities and public service. Further none of the exceptions to the exemptions listed in Section 15300.2 apply to the project.
