Document Description
The California Department of Fish and Wildlife has amended Lake and Streambed Alteration Agreement No. 1600-2019-0267-R5, pursuant to Section 1602 of the Fish and Game Code to Department of Parks, Recreation, and Marine, City of Long Beach. The Project is limited to the routine maintenance of four of the six lakes present in the park. Routine maintenance activities will occur at Coyote, Alamo, Horseshoe, and Nature Center Lake South. Routine maintenance activities will be performed between September 1 and January 31 to trim a maximum of 3.47 acres or 5,000 linear feet worth of emergent vegetation each season. This amendment adds a fifth lake to be maintained and the permanent removal of the southeasternmost 0.55 acre of emergent vegetation within Large and Horseshoe Lakes interconnecting stream. These impacts will be mitigated by re-establishing 0.55 acre of emergent vegetation in other areas of the lakes. A Mitigation and Monitoring Plan will be implemented with the mitigation. This amendment also includes the extension of the Agreement deadline from December 31, 2024, to December 31, 2029

Reasons for Exemption
The project will restore existing facilities to their intended function and does not propose an expansion of the original design or change in use. Also, the project is designed to avoid significant impacts by removing only a fraction of emergent vegetation each year so that habitat is maintained. Lastly, this project involves minor alterations in land, water, and vegetation on existing officially designated wildlife management areas which result in improvement of habitat for fish and wildlife resources.
