The following proposal applies to properties affected by the Mountain View Fire: (1) temporary allowance of temporary emergency dwellings (e.g. RVs, trailers, tiny homes, etc.) during cleanup that occurs after Phase I certification and during rebuilding of the main residence that was lost subject to certain conditions, and waiving a Director Review permit and fees; (2) memorializing accessory uses prior to the main use resulting from the fire as a nonconforming use; and (3) waiving County building permit fees for the property owner(s) who suffered loss.

An RV on the property during cleanup of the property and reconstruction of previously existing structures destroyed by the fire are no more impactful than new construction of one single-family residence or a second dwelling unit in a residential zone (§15303(a)) or a duplex or similar multi-family structure totaling no more than four dwelling units (§15303(b)).
