The proposed project is Categorically Exempt from environmental proceedings pursuant to Section 15303, Class 3, New Construction of Small Structures, involving construction and installation of limited numbers of new structures for the above ground cabinets and CEQA Guidelines Section 15304, Class 4, Minor Alterations to Land, involving minor trenching and backfilling where the surface is restored for the underground portion of the fiber optic network occurring underground within the street right-of-way.
