Notice of Exemption for the Coldwater Canyon Pump Station UST Removal and AST Replacement Project, pursuant to CEQA Section 15302, Class 2 (Replacement or Reconstruction).
The proposed project includes the installation of a 1,000-gallon double-wall aboveground storage tank (AST) at Coldwater Canyon Pump Station. The proposed AST installation will replace the existing 1,000-gallon underground storage tank (UST) to store No. 2 diesel fuel for the operation of existing permitted emergency potable water pumps in the event of an electrical power outage or unanticipated loss of water pressure.

Reasons for Exemption
In accordance with the California Environmental Quality Act, the replacement of an underground storage tank with an above-ground storage tank of the same size and capacity is categorically exempt pursuant to CEQA Guidelines Section 15302, Class 2. Exemptions under Section 15302, Class 2 consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The proposed replacement of an existing 1,000-gallon underground storage tank with a new 1,000 gallon above-ground storage tank meets the requirements of the exemption; therefore, no further CEQA review is required.
