Document Description
Draft Environmental Assessment prepared in accordance with the National Environmental Policy Act (NEPA). The (Draft) Programmatic Environmental Assessment was prepared to analyze the potential environmental and social impacts associated with the construction and demolition activities required to modernize terminal operations at Military Ocean Terminal Concord (MOTCO). The Proposed Action includes a series of renovation, demolition, and construction projects designed to modernize the support facilities and bring these facilities up to Department of Defense standards. MOTCO is a United States Army Military Surface Deployment and Distribution Command (SDDC) munitions and general cargo trans-shipment facility located at a strategic site along Suisun Bay in north-central Contra Costa County, California.
