Participation involves feasibility and planning studies related to the Delta Conveyance Project (Project). Key benefits of the Project are related to the availability of alternative conveyance based on the new, single-tunnel option that could bypass the South Delta when it is unusable. The proposed Project will likely increase SWP water supply yield and improve water quality, but an alternate conveyance system for the majority of Zone 7’s water is the significant benefit. Continued participation by Zone 7 in the planning costs will allow Zone 7 to elect to participate in the Project in the future based on information developed in the planning process, will allow access by Zone 7 to information related to benefits and costs, and will provide Zone 7 influence throughout the process. These actions DO NOT approve participation in the Project itself or an amendment to the SWP Contract for the Project.

(1) The recommended actions do not qualify as a “project” subject to CEQA because the actions constitute (i) continuing administrative or maintenance activities, such as general policy and procedure making; (ii) government fiscal activities that do not involve any commitment to any specific project that may result in a potentially significant physical impact on the environment; and (iii) organizational or administrative activities of a public agency that will not result in direct or indirect physical changes in the environment
(2) actions are limited to completion of feasibility and planning studies,including the completion of CEQA.
